Under the State Emergency and Rescue Management (SERM) Act 1989, NSW Public Works (a division of the NSW Department of Services, Technology and Administration, formerly known as the Department of Commerce) has the responsibility for co-ordinating the Engineering Functional Area which provides engineering coordination, assistance and technical advice on a state, district and local basis to emergency combat agencies, eg. Police, Fire Brigades, Ambulance; and any other government departments and agencies involved in responding to an emergency.

In the past we have provided assistance in emergencies such as the Newcastle earthquake, Thredbo landslide, Newcastle (Pasha Bulker) storm/flood, Newcastle chicken disease outbreak at Mangrove Mountain and other major hailstorms and floods.

David Wilkins is the Engineering Functional Area Co-ordinator (ESFAC).  He is assisted by an Executive Officer and 13 District Engineering Functional Area Co-ordinators (DESFACs).
