OH&S Guidelines

Tenderers for all NSW government construction projects must comply with the NSW Government OHS Management System Guidelines.  The Guidelines require that for contracts valued at $1million or more, or as determined by an agency, the tenderers must provide evidence of a corporate OHS Management System accredited by a NSW Government construction agency.

 

The NSW Government Occupational Health and Safety Management Systems Guidelines (4th Edition), June 2004 and at-a-glance brochure meet the requirements of the:

  • Australian Standard for OHS Management Systems (AS4801)    
  • NSW OHS Act 2000
  • NSW OHS Regulation 2001, including Chapter 8 Construction Work

The Guidelines also include design and related requirements consistent with best practice safety management in the construction industry.

 

How to gain Accreditation of a Corporate OHS Management System

Construction contractors and consultants seeking to gain accreditation of their Corporate OHS Management System should review the NSW Government Occupational Health and Safety Management Systems Guidelines (4th Edition) to ensure their corporate OHS management system addresses all 12 management systems elements.

 

To assist in the review process and to facilitate accreditation, the Checklist at 'Appendix A - Assessment of Corporate OHS Management Systems' (pages 31 – 34) can be used.  It is recommended that the completed checklist be used as an index for the Corporate OHS Management System.

 

When a contractor or consultant considers that their Corporate OHS Management System addresses all the 12 OHS management systems elements in the Guidelines, they should contact a NSW government construction agency – NSW Department of Commerce; Roads and Traffic Authority; Sydney Water; Department of Housing; Hunter Water; – to make arrangements for submission of their Corporate OHS Management System for accreditation.  Further details of the process are outlined at pages 4-5 of the NSW Government OHS Management Systems Guidelines (4th Edition).

 

The Department of Commerce charges a processing fee of $1200 to assess an organisation's Corporate OHS Management System.

 

Site Safety Auditors – Prequalified Consultants

NSW Department of Commerce's NSW Procurement maintains a panel of consultants who can be engaged by NSW government agencies to undertake audits in accordance with the NSWGovernment Guidelines for Auditing OHS Management Plans (4th Edition).

 

Register of Construction Contractors and Consultants with NSW Government-accredited Corporate OHS Management Systems

NSW Department of Commerce's NSW Procurement maintains a register of companies with NSW government-accredited Corporate OHS Management Systems.  Please check regularly for register updates.
